Peanut Butter Dog Biscuits

1 tablespoon baking powder
1 cup milk or low sodium chicken broth
1/2 cup dry oatmeal
1 cup smooth peanut butter
2 cups whole wheat flour

Preheat oven to 375 degrees. Line cookie sheet with parchment paper. Mix all ingredients until well blended. Lightly flour counter. Roll out dough to about 1/4″. Use cookie cutter to cut out. Bake for 25 minutes. Cool on rack. Store these in the refrigerator for up to 3 weeks or in the freezer for 3 months.
